Request by the Commissioner of Precinct 4 for approval to accept from the Houston-Galveston Area Council (H-GAC) grant funds in the amount of $260,000, with a required match of $52,000, for the Park Row Transportation and Development Livable Center Study and that the County Judge execute an agreement with the Houston-Galveston Area Council.

Background and Discussion:
The Park Row Transportation and Development Livable Center Study was selected for grant funds in the amount of $260,000 with a local match of $52,000 through the Houston-Galveston Area Council’s (H-GAC) FY2025-28 Livable Centers Cycle 7 Call for Study Sponsors. H-GAC’s Transportation Policy Council approved the study recommendation in the October 25, 2024, Transportation Council Policy meeting. The project is along Park Row in Harris County, Precinct 4, with boundaries extending from Park Ten Blvd to N. Mason Road, bridging a six-mile gap between two active transportation networks in Harris County. H-GAC will conduct the Livable Centers study.
Expected Impact:
The Park Row Transportation and Development Livable Center Study will create a roadmap to close critical gaps in pedestrian, bicycle, and transit infrastructure, improving safe multimodal connectivity for more than 54,000 nearby residents and linking communities to jobs, schools, parks, and medical centers. By guiding future infrastructure investments and mixed-use development, the study will support safer mobility, reduced vehicle dependence, stronger economic connections between Katy and the Energy Corridor, and more equitable access to opportunity.
Alternative Options:
Without a planning study, future improvements would lack the coordinated effort necessary for cost efficiency and alignment with county and regional goals.
County Strategic Plan Goal: 2. Connect our community with safe, reliable, equitably distributed, and well-maintained infrastructure.
