Background and Discussion:

The project involves constructing new roadways-Marron Park Way and Maplewood Trailhead Lane-and new parking areas beneath the Lockwood Overpass, along with a traffic signal at the intersection of Marron Park Way and Lockwood Drive.  It also includes the construction of a retaining wall, stormwater drainage system, and extensions of water and sanitary lines connecting to existing utilities along Lockwood Drive. Additional improvements consist of sidewalks, trails, and the installation of decorative streetlight, pedestrian pathway, and parking lot lighting.  This change in contract includes:

PCO#1 - The perched water observed along the uphill side of Maplewood (Sta. 14+02 to 13+25) requires mitigation to ensure proper drainage, roadway stability, and to minimize future maintenance.  To resolve this issue, a French drain system will be installed to intercept and redirect subsurface water away from the roadway. Since this work is beyond the original contract scope, it will require additional materials, labor, and minor schedule adjustments.   A new bid item will be established to compensate the contractor, with costs reallocated from Bid Item 215.  No additional funds will be added, and a 5-day extension is requested to complete the work.

PCO#2 - Lab results for paving subgrade samples (PI = 3 and PI = NP) indicate that lime treatment is unsuitable. The Geotechnical Engineer recommends cement stabilization at 5% by weight (32.3-34.3 lbs./SY), with depth, compaction, and moisture requirements per the Geotechnical Report.  A new bid item will be created and funded by reallocating costs from Bid Item 215, with no additional funds added.   This modification requires only a bid item adjustment and a 5-day contract extension to ensure a stable subgrade and maintain project progress.

PCO#3 - A review of the stamped concrete layout revealed a significant discrepancy in the recorded quantity. The bid reflected 6 SF, but scaling indicates the actual area is approximately 974.97 SF.  The Engineer of Record confirmed the error and recommends proceeding with the revised quantity at the same unit rate.  The existing bid item will be adjusted accordingly, with costs re-allocated from Bid Item 215.  No additional funds will be added; this modification solely corrects the bid item to properly compensate the contractor.

Expected Impact:

This action allows for the completion of the project as designed and per the contract documents and the Contractor to be compensated for the actual work performed.
