Background and Discussion:
In response to the destruction wrought by Hurricane Harvey that underscored critical shortages in Harris County’s inventory of affordable homes, Harris County’s Single-Family New Construction Program (SFNCP) matches individuals and families with opportunities to purchase new affordable homes in growing developments throughout the county. Task Order 6: includes construction of roadways and sidewalks, Installation of sanitary sewer and storm systems, Pavement improvements, Construction of a lift station and detention ponds.
This change order is tied to PCO -14 & PCO-15: PCO-14: Overrun Quantity Bid Items: Multiple bid items at the Connorvale Development project experienced quantity overruns due to unforeseen site conditions, design modifications, safety requirements, regulatory compliance, and approved RFIs and change directives from Harris County, HCD and the Engineer of Record (EOR). In addition, the consulting engineer’s initial bid quantity estimates were underestimated for certain items, which contributed to the resulting overruns. The additional work was required to complete construction as designed, maintain safety, and ensure proper drainage and environmental compliance. All extra quantities were paid at original contract unit prices.
The overruns include various infrastructure and utility items such as demolition work, waterline and storm sewer installation, trench safety systems, pavement and curb work, erosion control measures, borrow material, traffic control, SWPPP inspections, and drainage structures including manholes, inlets, junction boxes, and reinforced concrete pipes. Some items were also impacted by approved time extensions and field adjustments. The resulting quantity overrun change order totals $207,403.24 (approximately 5.06% of the project budget), with no additional days to the project contract time.
PCO-15: Detention Pond Slope Restoration and Vegetation Enhancement: The detention pond back slopes have experienced erosion due to inadequate vegetation establishment, resulting in continued slope instability and the need for corrective stabilization measures to ensure long-term performance and compliance with project requirements. The EOR and OCE project team determined that these deficiencies were primarily attributable to the Contractor’s failure to properly establish vegetation, rather than the sandy soil conditions cited by the Contractor.
As the erosion issues remained unresolved since August 2025, the matter was escalated to OCE Leadership and extensively coordinated among project stakeholders. Following negotiations, the Contractor submitted a revised proposal that includes Regrading the pond slopes, restoring disturbed areas, and installing full in-place sod for erosion control. The proposed corrective scope and associated cost of $144,000.00 were reviewed and approved by OCE Leadership and HCD. Accordingly, this approval results in a proposed Change Order in the amount of $144,000.00 to be added to the project cost.
Summary of PCO-14 & PCO-15: PCO-14 addresses quantity overruns for existing bid items only, with no new line items added, totaling $207,403.24. PCO-15 covers new line-item number Detention Pond Slope Restoration and Vegetation Enhancement in the amount of $144,000.00. Together, these proposed change orders increase the total project cost by $351,403.24, representing approximately 8.55% of the overall project budget, with no additional days to the contract time.
Expected Impact: The changes enable adding new item quantities to the contract, ensuring the project aligns with its originally intended objectives. This change order adds $351,403.24 to the project contract amount, with no additional days.
Alternative Options: No alternative options: If no action is taken, the roadway and other infrastructure constructions will not be completed.
