Background and Discussion:

Kingslake Forest Subdivision located in Northeast Harris County, Texas, Precinct 1. Under existing conditions, the Kingslake Forest Subdivision has experienced flood damage during extreme rainfall events. The project will include storm sewer improvements along multiple streets in the neighborhood. The proposed drainage improvements will consist of removal and replacement of existing storm sewers, as well as replacement of the

inlets. A detention basin will also be added to the southeastern portion of the neighborhood, to mitigate the impacts to Greens Bayou tributary P127-00-00 from the improvements. This detention basin will be a dry bottom basin, with a perimeter concrete trail. The basin may include recreational features such as mature trees, signage, trash receptables, and benches.

The Change in contract request includes the following:

•                     PCO - 7 Reinforced Box Culvert Materials - Added 8 days for an extension of contract time due to supplier accounting related issues affecting the delivery of storm sewer box culvert materials. The installation of the storm sewer box culverts is a critical path activity. The material delivery was delayed from 02/28/24 until 03/07/24.

•                     PCO - 8 Demolition and Repair of Roadway Pavement - Added 10 days for an extension of contract time due to the removal and replacement of additional roadway pavement. The excavation footprint of proposed box culverts along Kingslake Forest Dr and Kings Grove Dr encroaches the roadway pavement. Additional roadway pavement removal and replacement will be required to install the proposed reinforced concrete box culverts.

Expected Impact:

The construction contract award seeks to reduce flooding and strengthen resiliency in Harris County, by assisting in the alleviation of structural flood damage to homes in the community. This contract is a step in the process to reduce the financial, physical, and emotional burden flood damage places on homeowners and will reduce the financial impact of recovery costs to the Kingslake Forest subdivision homeowners, Harris County, and FEMA.

Alternative Options:

The County could elect to approve the requested task or choose to reject it. However, if not approved, the contractor will not be able to complete the scope of work.
