Background and Discussion:
The Houmont Park Subdivision Drainage Improvements - HCFCD Unit No. P110-04-00 & P110-00-00 project site consists of subdivision drainage and roadway improvements located between C E King Parkway and Van Hut Lane. The project includes roadside ditch improvements along Unison Rd and Ticonderoga Rd and channel improvements on P110-04-00 and P110-00-00. Two detention basins will be excavated to mitigate for the conveyance improvements for this project.
The change in contract includes the following:
• The increase in quantities for existing line item 7 - EXISTING FENCE AND GATES (WOOD FENCE) (REMOVAL AND SALVAGE) in the amount of $37.60 and added 1 day.
Added new line item needed to complete the proposed scope of work.
• Added a new line item number 153 for Removal of extra trees and debris within the Channel P110-00-00 right-of-way in the amount of $36,587.25 and 10 days.
The above additions result in a net change in the amount of $36,624.85 and 11 calendar days.
The County issued the Project’s Notice to Proceed on 09/22/2025. Per Attachment M of the Contract, the work was to be completed within 600 days of the Notice to Proceed, or by 05/15/2027. With this and all other prior approved change orders, the work is to be completed within 612 days of the Notice to Proceed, or by 05/27/2027.
Expected Impact:
This project seeks to reduce flooding and strengthen resiliency in Harris County by assisting in the alleviation of structural flood damage to homes in Houmont Park subdivision.
Alternative Options:
The County could elect to fund the requested task or choose to reject it. However, if not approved, the contractor will not be able to complete the scope of work.
