Background and Discussion:
The U.S. Department of Housing and Urban Development’s Healthy Homes Production program provides funding to identify and remediate housing-related health and safety hazards in low-income owner-occupied and rental housing. The program emphasizes protecting vulnerable populations, including children under six years of age, older adults, and persons with disabilities, through comprehensive healthy homes interventions, public education, and partnerships that integrate housing, environmental health, and community services. Harris County Public Health currently administers a Lead Hazard Control Program serving eligible homes in unincorporated Harris County, and this funding opportunity would expand the County's capacity to address additional housing-related environmental hazards while strengthening existing healthy homes and lead hazard reduction efforts. HCPH is requesting the court’s permission to formally apply for the funds.
Expected Impact:
The grant funds will enable HCPH to expand healthy homes assessments and remediation activities that reduce housing-related health and safety hazards in low-income residences. Alternative Options:
One alternative is to take no action and continue existing lead hazard control and healthy homes activities using currently available resources. However, this approach would limit Harris County Public Health's ability to expand identification and remediation of housing-related health and safety hazards in low-income housing, reduce environmental health risks for children and other vulnerable populations, and strengthen partnerships that support healthy housing initiatives. Additionally, the County would forgo up to $4,000,000 in federal funding to enhance healthy homes interventions and build long-term capacity to address preventable housing-related health hazards.
