Background and Discussion:

The American Rescue Plan Act (ARPA) funded the ARPA Lead Hazard Reduction Grant program in February 2022. Harris County Public Health anticipates depletion of funds for the program in Q1 of 2026.The program operated concurrently with HUD TXLHD0473-21 and TXLHD0563-24 grant, utilizing separate staff. The need for lead-based paint removal in our community remains significant. Many of the homes in our target areas were built before 1978 and continue to pose serious health risks to children and families due to deteriorating lead-based paint and outdated infrastructure. Given the volume of eligible properties and the urgency to address these hazards, additional funding will be critical to expanding our reach and ensuring that every child has a safe and healthy home environment. Harris County was recently awarded $5,700,000,000 (TXLHD0563-24) for lead abatement and healthy homes. The Housing and Urban Development Grant (HUD) Office of Lead Hazard Control and Healthy Homes (OLHCHH) Program’s primary objective is the development of viable urban communities by providing the following, principally for persons of low and moderate income: lead-safe and healthy housing; a suitable living environment; and expanded economic opportunities. The funds can be used for qualifying activities including acquisition, construction and social services.
