title

Request for approval to pay the U.S. Army Corps of Engineers $21,460.00 for evaluation of REIN-23-009, application to construct channels within Addicks Reservoir in connection with Bear Creek Village Subdivision Drainage Improvements - 2018, UPIN 19104MF12M01.

Background and Discussion:

The Bear Creek Village Subdivision is 675 acres generally bound by Clay Road to the south, State Highway

6 to the west, Addicks Satsuma Road to the north, and the Addicks Reservoir to the east. The structures in the subdivision have suffered repetitive flood losses. Most recently, during Hurricane Harvey, 1,396 structures were flooded. Prior to that, the Tax Day flood in April 2016 flooded 306 structures. Drainage problems within the Bear Creek Village Subdivision primarily result from ponding areas where the storm sewer system is inadequate to collect and drain extreme event runoff.  Drainage analysis has shown that street regrading and storm sewer replacement, in addition to channels in the reservoir, will provide the optimal reduction in flooding for the subdivision. The USACE will need to provide a construction license to allow the channels to be constructed within the reservoir. USACE has requested payment of fee prior to completion of the evaluation of the submitted application.

Expected Impact:

This project seeks to reduce flooding and strengthen resiliency in Harris County by assisting in the alleviation of structural flood damage to homes in the Bear Creek Village subdivision.  Payment of the USACE fee is a step in the process to reduce the financial, physical, and emotional burden flood damage places on homeowners and will reduce the financial impact of recovery costs to the Bear Creek Village subdivision homeowners, Harris County, and FEMA.

Alternative Options:

The County could elect to fund the requested task or choose to reject it. However, if not approved, USACE will not issue a construction license, and the project will not be constructed as designed.
