Background and Discussion:

Project Liberty is designed to serve adolescent females involved in the juvenile justice system who are experiencing significant mental health challenges, trauma histories, and behavioral disorders.  This population is often underserved and at heightened risk for continued system involvement, especially without access to long-term, gender-responsive treatment options.  Project Liberty will provide a comprehensive, structured residential treatment model lasting 6-9 months, tailored specifically to the developmental and therapeutic needs of these young women.

Expected Impact:

The Residential Projects Discretionary State Aid Projects are juvenile justice programs or services that are either created or enhanced, provided in an out-of-home placement, evidence-based, and are designed to improve a region’s ability to serve youth locally, improve outcomes, and decrease the likelihood of commitment to TJJD. The period of performance for this award is September 1, 2025 - August 31, 2026.

Alternative Options:

The Liberty Program would do without the two additional therapist positions requested in this grant budget if funds were not awarded through this grant opportunity.
