Request by the Commissioner of Precinct 1 for approval to submit a grant application on behalf of Constable, Precinct 7 to the Texas Department of Transportation from the FY2026 General Grants program in the amount of $423,712.08 with a local match of $136,888.03 for a total of $560,600.11 with an indirect cost rate of 10% for the Precinct 7 Motorcycle Program; the program aims to reduce traffic crashes, injuries, and fatalities in the Precinct 7 service area.

Background and Discussion: Speeding was the leading cause of crashes and fatalities in Harris County, accounting for 38,454 accidents and 174 deaths. Inattentive drivers caused over 10,000 crashes and 19 distracted driving deaths.  There were 3,338 Driving under the influence (DUI) accidents and 140 deaths.  There were 1,900 work zone crashes that resulted in 13 deaths.  “There were 1,500 vehicle collisions involving pedestrians with 146 fatalities. Many of these accidents in 2023 occurred at the most heavily traffic intersections in Harris County Constable Precinct 7 including Loop 610, reported by the Texas Department of Transportation. There is a need for the Precinct 7 Motorcycle Program to reduce the number of traffic crashes, injuries, and fatalities in Precinct 7, Harris County.  The experienced motorcycle deputies hired on this grant will be highly visible. They will address traffic problems in Precinct 7 through public education and information on roadway safety and enforcing traffic safety laws.

Expected Impact:  Precinct 7 will hire 6 experienced Motorcycle officers as Model deputies. The program will increase occupant restraint use, which includes child-safety seats, in all passenger vehicles and trucks. Precinct 7 will increase effective enforcement and adjudication of traffic safety-related laws to reduce fatal and serious injury crashes. The Precinct 7 Motorcycle Program will reduce the number of traffic crashes, injuries, and fatalities in work zones and the program will also reduce large truck crashes, injuries, and fatalities.

Alternative Options: Texas Department of Transportation could choose not to award this grant.
