Background and Discussion: Human Resources and Talent (HRT) delivers a countywide learning and development training program to support all county departments and employees with ongoing leadership development.
The HRT Learning and Development (L&D) team is currently utilizing two (2) staff members employed through a third-party vendor: a Training Specialist and a Training Coordinator. These roles are critical to sustaining countywide training operations.
• Training Specialist - Researches, designs, and delivers various training programs through the HRT Learning and Development training program offered countywide. This role collaborates with Harris County departments to provide specialized training aligned with departmental needs.
• Training Coordinator - Coordinates training logistics, registration, and database administration, and serves as the point of contact for training inquiries from County departments and employees. This role may also facilitate HR programs such as HR Bootcamp, Newly Elected Officials Seminar, and New Employee Orientation for new Harris County employees.
In addition to their core responsibilities, both positions are essential for coordinating countywide training activities during emergency weather events and supporting Continuity of Operations Planning (COOP).
Expected Impact: Approval of this position will enable HRT to maintain core operations and provide consistent training support. These positions are essential to preventing operational disruptions to our current operations, maintaining employee access to learning opportunities, and ensuring the County remains responsive and compliant during emergency and high-volume periods.
• Expand the County’s capacity to deliver increased leadership development programs
• Improve coordination and alignment of learning initiatives across departments
• Increase training efficiency and effectiveness within HRT Learning and Development operations
• Strengthen execution of priority training projects and Countywide initiatives
• Enhance communication and collaboration between training liaisons and departments
Alternative Options: If these positions are not approved, critical training functions may be delayed or suspended due to staffing shortages resulting from the offboarding of current temporary agency staff who perform these duties. This gap would substantially hinder the County’s ability to deliver leadership development programs and execute large-scale training initiatives. It may also hinder HRT’s capacity to effectively support Continuity of Operations Planning (COOP) and coordinate training efforts during emergency response situations.
