Background and Discussion:

Both the Houston Health Department and Harris County Public Health (HCPH) maintain a database surveillance and testing information for monitoring and reporting of diseases, including notifiable conditions. Data collected through epidemiological case investigations are used to inform operations including monitoring, analyses, and reporting of data. HHD and HCPH are agreeing to share aggregated and de-identified notifiable disease case investigation data every 30 days. In the event of an emergency response data will be shared more frequently at a rate to be determined by the parties. This agreement strengthens the partnership between both local health departments and provides a comprehensive understanding of notifiable disease trends throughout Harris County.

Expected Impact:

By sharing notifiable condition data, both HHD and HCPH will gain a more comprehensive view of disease trends across a broader geographic area. This collaboration allows for a better understanding of patterns, helping identify emerging health threats more quickly and accurately. With this shared data, we can anticipate the potential impact of disease outbreaks, allowing for targeted interventions and more effective allocation of resources. As a result, public health programs and services can be tailored to specific needs, improving overall community health outcomes. This coordinated effort fosters a proactive, data-driven approach to public health.

Alternative Options:

The alternative option is for HCPH to request notifiable disease data from HHD for each disease, as needed. Although this is a more reactive, rather than proactive approach to data sharing. HCPH can also submit data requests for county-level data through the Texas Department of State Health Services (DSHS). However, there is a longer turn-around time for these requests as DSHS receives requests from many various health departments throughout the state of Texas.
