Background and Discussion:

The project consists of the design and construction the northbound bridge and approaches along Greenhouse Road over Cypress Creek. The project limits are from 0.3 miles north of Winding Willow Oak Way to 0.3 miles south of Mound Rd which primarily consists of a bridge that is 1,800 feet in length. This proposed bridge typical section will be a mirror image of the existing southbound bridge which is approximately 1,800 feet with 17 spans and includes a 20-foot approach slab at each end.

The additional cost impacts are associated with the need to widen the roadway, as the existing width did not meet the 12‑ft requirement for guardrail installation per applicable standards. Schedule delays resulted from the DBE subcontractor not providing materials in a timely manner and from the contractor’s subsequent process of replacing the DBE subcontractor.

The change in contract includes the following:

The line items are adjusted to reconcile overrun and underrun quantities on the project for completion of the proposed scope of work.

•                     The increase of quantities on overrun line item numbers 02, 03, 14, 20, 22, 27, 33, 34, 35, 36, 37, 40, 41, 49, 50, 55, 58, 59, 60, 61, 67, 68, and 77 for an addition in the amount of $175,761.37.

•                     The decrease of quantities on underrun line item numbers 07, 08, 11, 12, 13, 18, 19, 23, 24, 26, 30, 31, 32, 42, 45, 46, 47, 53, 62, 64, 65, 66, 70, and 79 for a deduction in the amount of $302,537.80.

New Line Items:

•                     Widening for Guard Rail - 1 LS - for an addition in the amount of $18,093.44 and 2 days.

•                     Addition of 277 days for schedule delays.

The above additions and deductions result in a deduction in the amount of $108,682.99 and 279 calendar days.

Expected Impact:

This change will allow the Contractor to be properly compensated for the additional work.

Alternative Options:

Conduct thorough pre-construction assessments and detailed utility mapping to identify and mitigate potential conflicts early.
