Request Summary (Agenda Caption):
title
Request by the Department of Economic Equity and Opportunity for approval of a contract amendment to the Pathways to Prime agreement with The Pierre Foundation to revise the approved budget and reallocate remaining funds to the appropriate cost categories based on actual expenditures incurred during program implementation with no additional funding.
end
Background and Discussion:
This amendment does not request any additional funding; it solely adjusts the existing budget to reflect actual costs. This amendment is necessary to facilitate processing of the final disbursement and ensure proper contract closeout in accordance with County requirements.
On October 29, 2024, Commissioners Court approved an award of $67,350.00 to The Pierre Foundation for the period of November 1, 2024, through September 30, 2025, to support networking opportunities with prime contractors. Under the terms of the agreement, the vendor was required to collect and report data metrics to the Department of Economic Equity and Opportunity (DEEO,) with grant funds disbursed contingent upon timely reporting and demonstrated progress toward program goals.
The vendor successfully hosted a large-scale networking event on April 17, 2025, engaging hundreds of small, minority-, and women-owned businesses. Since that time, they have submitted all required program documentation and data. However, the final disbursement cannot be processed until the approved budget is amended to align remaining funds with the actual cost categories incurred during program implementation.
Expected Impact:
Approval of the contract amendment will ensure alignment between the approved budget and the actual expenditures incurred during the implementation of the Pathways to Prime initiative. This adjustment will enable DEEO to issue the final disbursement in compliance with County financial and grant management requirements, allowing for timely and accurate contract closeout.
Alternative Options:
The primary alternative is to maintain the original budget structure without amendment. However, this option would prevent DEEO from processing the final disbursement, as the remaining funds cannot be applied to the appropriate cost categories under the existing budget. This would result in an incomplete contract closeout and non-alignment with County financial management requirements.
