Request Summary (Agenda Caption):

title

Request that the County Judge execute a provider agreement with the Texas Health and Human Services Commission through the Texas Medicaid and Healthcare Partnership as part of the revalidation of enrollment in the Texas Medicaid Program.

end

Background and Discussion:

State and federal regulations require providers to periodically revalidate their enrollment in the Texas Medicaid program. This standard Provider Agreement between the Texas Health and Human Services Commission (HHSC) and participating healthcare providers through the Texas Medicaid and Healthcare Partnership (TMHP) provides for revalidation. It establishes the legal, operational, compliance, privacy, billing, and program integrity requirements necessary for participation in Medicaid, Texas Children’s Health Plan (CHIP), and related Texas public health programs.

Expected Impact:

For Harris County Public Health, the agreement is directly relevant to delivering and receiving reimbursement for clinical services such as family planning, immunizations, tuberculosis treatment, HIV/STI services, maternal and child health programs, behavioral health services, and case management.

Key implications for clinical care include:

•                     Compliance with Medicaid regulations, fraud prevention requirements, and audit standards

•                     Accurate clinical documentation and medical necessity reporting to support reimbursement

•                     Adherence to HIPAA, cybersecurity, and breach reporting requirements

•                     Ensuring equitable, non-discriminatory access to care, including language access services

•                     Protection of patient rights, including voluntary participation and advance directive policies

•                     Maintenance of strong billing, compliance, and revenue cycle management processes

The agreement also specifically references public entity providers and programs commonly associated with local public health agencies, including tuberculosis clinics, mental health services, and case management.

Alternative Options:

The alternative option of not approving this revalidation agreement would prohibit Harris County Public Health from billing for any Medicaid-eligible services.
