Background and Discussion:

Harris County Commissioners Court directed the Office of County Engineer (OCE) on May 7, 2024, to bring an update regarding the County Transportation Plan, including the scope of work and schedule for completion. OCE initiated the Harris County Transportation Master Plan process in the first quarter of 2023 and is underway including the components listed below. The anticipated completion timeframe is by the third quarter of 2026:

Stakeholder Coordination and Public Involvement: OCE conducted an initial series of stakeholder meetings with each Precinct and County Judge. Combined stakeholder meetings with County and external stakeholders were conducted during the second quarter of 2023. This initial outreach was aimed to initiate the Harris County Transportation Master Plan and gather feedback on vision, goals, and desired outcomes. Stakeholder engagement and public involvement will continue throughout the planning process.

Pavement Condition Assessment and Asset Data Extraction: This project will provide automated and precise non-destructive testing for the evaluations of the street network and the extraction of roadside/roadway assets in unincorporated county. OCE procured Fugro USA Land, Inc. and the data collection started in second quarter of 2024 for all roadways in unincorporated County. The data collection is scheduled to be completed by the end of 2024.

Transportation Data: OCE purchased annual Streetlight data during 2023 and 2024 to help with the transportation planning. This dataset includes origin-destination data for all travel modes, speed, and volume data.

Vision Zero: OCE developed the Vision Zero Action Plan, and it was adopted by Commissioners Court on September 13, 2022. OCE conducted a Phase 2 Assessment of the high injury corridors identified within the Vision Zero Action Plan and produced short-, medium-, and long-term safety improvements and preliminary cost estimates in 2023.

Major Thoroughfare Plan: As per the directive from Harris County Commissioners Court, OCE created an Interim Major Thoroughfare Plan by second quarter of 2024.  This plan will be further developed through stakeholder and public involvement, and a final Major Thoroughfare plan will be completed by third quarter of 2026.

Freight Plan: Harris County Toll Road Authority is taking lead on the Freight Plan in collaboration with the OCE. HDR, Inc. was selected to assist with the project. Stakeholder coordination and supply chain data analysis phases are in progress. This plan is projected to be completed by second quarter of 2025.

Active Transportation Plan: OCE is currently gathering sidewalk data through Pavement Condition Assessment and Asset Data Extraction efforts. This data along with the Streetlight data will update the existing database of active transportation facilities by third quarter of 2025.

Harris County Transportation Master Plan Report: This component will conduct a review of the above analysis and engagement, conduct additional stakeholder and public engagement, complete the Major Thoroughfare Plan, create an Active Transportation Plan, and provide strategies and recommendations, in a technical report for the adoption of the Commissioners Court. OCE conducted procurement during the second quarter of 2024 to select a consultant to assist with this component.

Expected Impact:

Harris County will have countywide Transportation Master Plan for 2050 to guide future multimodal transportation investments.

Alternative Options:

Without a countywide Harris County Transportation Master Plan, Harris County will have to make transportation improvements on as needed basis or guided by community level plans.
