Background and Discussion:

On August 26, 2025, Commissioners Court approved a Master Agreement between Harris County and SEARCH Homeless Services funded by $15,689 in PY2024 Emergency Solutions Grants (ESG) Program funds and $15,689 in Tax Increment Reinvestment Zone (TIRZ) funds, for a total of $31,378, to cover project start-up costs for the SEARCH RRH Case Management project. The funds allowed for the provision of housing relocation and stabilization services, including housing search and placement, housing stability case management, and rental application fees.

SEARCH Homeless Services provided services pursuant to the Master Agreement and after agreement approval, it was determined that TIRZ funds were not allowable for these services. The Settlement Agreement replaces the TIRZ funds with RDA Chapter 381 Homeless Funds (Fund 2403) to allow payment in the amount of $27,497.42 for services performed during September 2025. The payment will consist of $13,748.59 in PY2024 ESG funds and $13,748.83 in RDA Chapter 381 Homeless Funds (Fund 2403). The total project budget will remain $31,378.00.
