title

Request for approval of a revised Toll Invoicing Policy (Countywide).

Background and Discussion:

In January 2023, Commissioners Court approved an updated Toll Setting Policy, Toll Invoicing Policy and Collections Policy which established new toll rates for image-based transactions, refined the vehicle classification structure and corresponding toll rates, updated fine and fee structure, and provided a 10% discount for 2-axle EZ Tag account holders.

Following direction provided at the February 26, 2026 Commissioners Court, HCTRA has evaluated the Fine and Fee structure as related to enforcement of commercial vehicle/plate toll violators. The proposed update maintains the Fines and Fees for individual users of the toll system as well as maintains established toll rates as defined by the 2023 Commissioners Court adopted toll policies.  HCTRA is proposing commercial collection fees to recover the reasonable expenses associated with collecting unpaid tolls or charges for a commercial fleet including bulk record production and industry specific expert review, as needed.

Following direction provided at the March 19, 2026 Commissioners Court, HCTRA requested Texas Appleseed to review the proposed commercial collection fees to recover the reasonable expenses associated with collecting unpaid tolls or charges for a commercial fleet within a revised Toll Invoicing Policy.  A Texas Appleseed representative met with HCTRA March 26, 2026, and reviewed the revised Toll Invoicing Policy and provided their comments confirming the proposed policy updates retain and reflect non-predatory practices.

Expected Impact:

This proposed update to the policy is intended to encourage commercial/business users of the toll system to convert to an EZ Tag account or pay outstanding toll invoices prior to collection process.
