Transmittal by the Office of County Administration of updates on the Harris County Climate Justice Plan development.

Background and Discussion:

On October 29, 2024, Commissioners Court adopted the County’s first strategic plan, which included the implementation of a Harris County Climate Justice Plan (Goal 5, Objective S, Initiative S4). The Office of County Administration (OCA) Sustainability staff have collaborated with a community partner, the Coalition for Environment, Equity, and Resilience (CEER), to co-lead the development of the Climate Justice Plan to ensure that community voices are centered in this planning process.

The transmittal provides updates on planning and community engagement activities that took place in 2024. It also reflects an initial summarized list of draft goals and actions, which represent the culmination of input from internal and external stakeholders. These draft goals and actions will continue to be refined in the next set of meetings in early 2025 with stakeholders. OCA Sustainability aims to deliver the final Climate Justice Plan for Commissioners Court consideration for approval in April 2025.

Expected Impact:

This update demonstrates progress on the climate justice planning initiative and how the final plan could achieve the County’s Strategic Plan objective of “equitably reducing the health, economic, and other impacts of climate change and disasters” under Goal 5. Across five themes - ecology, infrastructure, economy, community, and culture - the Climate Justice Plan also has cross-cutting actions that align with Goals 2, 3, 4, and 6 in the Strategic Plan.

Alternative Options:

To not accept the transmittal.

Alignment with Goal(s):

_ Justice and Safety
