Background and Discussion:

Harris County submitted their SMART Grant application to USDOT on November 18,2022. The proposed project includes full network prototyping on select medium to high-flood risk corridors in unincorporated areas of Harris County. The study also explores opportunities to provide information dashboards, Artificial Intelligence (AI)-powered analysis, and data interexchange at multiple levels: including government agencies, advocacy entities, and the general public. The proposed study, for the (Stage 1 Planning and Prototyping) Road Flood Warning System; benefits the USDOT’s disadvantaged census tracts in unincorporated areas of the county, which is an important application scoring criteria by the USDOT. In addition, the project meets required criteria such as safety, reliability, resiliency, equity, access, climate, partnerships, and integration.

Expected Impact:

By accepting the awarded funding and entering into an agreement with USDOT for the SMART grant, Harris County will be able to address disadvantaged census tracts in its unincorporated areas. The proposed study aims to enhance safety, reliability, resiliency, equity, access, climate initiatives, partnerships, and system integration.

Alternative Options:

To not accept the awarded funding and enter into an agreement with USDOT for the FY-2022 SMART grant, the project may have to be implemented using full local funding.
