Background and Discussion:
Harris County Public Health (HCPH) is requesting approval for workforce adjustments to address critical public health needs and align with funding strategies for FY25. This request includes the creation of new positions essential for enhancing service delivery and addressing community health priorities. Additionally, specific roles are being transitioned from the General Fund to Charity Care to maximize resource efficiency and ensure sustainable funding. These changes reflect a strategic approach to meeting community needs while navigating funding constraints.
Expected Impact:
The overall expected financial impact of the eight position creations (seven in the General Fund and one in the Charity Care Fund) and updates is $716,642 for the remainder of FY25 and $966,947 annually. The increase in personnel expenses will be covered by existing funds. Creating the seven positions in General Funds costs $848,484 on a full year basis. This is partially offset by transferring five positions from General Funds to Charity Care that cost $644,644 for a net impact of $203,840 to General Funds and $763,107 to Charity Care.
