Background and Discussion:

The ARPA Steering Committee approved RFP Guidelines recommendations to seek a contract for Domestic Violence System Support & Coordination. The average daily calls requesting shelter and nonresidential safety nearly doubled, but the bed or shelter capacity increase does not seem to have increased proportionately. Per the National Network to End Domestic Violence, Texas has the highest turn-away rate (39%) in the nation, and Houston and Harris County have the highest family violence homicide rate and the highest shelter turn-away rate in the state (TCFV). Harris County currently has twenty known stakeholders that have provided some degree of service to DV survivors. Coordination between these stakeholders is needed to streamline services and strengthen the county’s response to DV. With the implementation of this proposal, DV service providers will build a framework for data collection, collaboration, community building, and self-sufficiency while acting as a cross-agency convener.

Expected Impact:

Harris County seeks a community-based organization to provide coordination and support services to local Domestic Violence (DV) service providers. The awardee should have knowledge of the principles and relevant services associated with Domestic Violence (DV), as well as an understanding of the individual providers in Harris County and their respective expertise. The goal of this program is to provide support to domestic violence service providers throughout Harris County through capacity building, technical assistance, coordination, communications, funding search, evaluation, reporting, and expanding services for DV victims. The successful implementation of this award will

•                     Increase collaborative efforts among DV agencies.

•                     Decrease duplication of efforts.

•                     Decrease turn-away shelter rate by 10%.

•                     Increase access to services through texting and social media options.

•                     Increase collective training for service providers.

•                     Increase public awareness and information related to domestic violence

Alternative Options:

Do not fund the domestic violence system support and coordination effort.
