Background and Discussion:

The Harris County Domestic Violence Coordinating Council (HCDVCC) brings together government agencies, nonprofits, and community partners to improve responses to domestic violence. The council works to strengthen collaboration, align resources, and implement strategies that enhance safety for survivors and accountability for offenders. This training will provide:

1.                     Recognition and Response in Strangulation Cases - Guidance from Kelsey McKay on identifying non-obvious signs of strangulation, trauma-informed investigation strategies, and best practices for successful prosecution.

2.                     High-Risk Team Intervention Protocols - Strategies jointly presented with the Gabby Petito Foundation to enhance case coordination, safety planning, and systemic collaboration.

3.                     Cross-System Collaboration - Tools for alignment between law enforcement, prosecution, healthcare, and advocacy services to ensure consistent, comprehensive responses to high-risk cases.

Anticipated Outcomes:

•                     Increased identification and successful prosecution of strangulation cases.

•                     Strengthened interagency collaboration and efficiency.

•                     Tangible reduction in DV homicides across Harris County through improved systemic response.

Expected Impact:

Sponsoring this training will equip law enforcement with specialized skills to better identify and respond to high-risk domestic violence cases. The investment will foster stronger cross-agency coordination, ultimately improving survivor safety and reducing domestic violence homicides in Harris County.

Alternative Options:

Commissioners Court can choose not to approve this sponsorship; failure to approve the sponsorship will impact the level of training Law Enforcement Agencies receive on responding to high-risk Domestic Violence cases.
