Background and Discussion:

The Congestion Mitigation and Air Quality Improvement Program (CMAQ) provides federal funding for transportation projects that reduce traffic congestion and improve air quality in areas that do not meet federal air standards. The Houston-Galveston Area Council’s (HGAC) Transportation Policy Council has authorized Harris County to receive CMAQ funds for the East Richey Road Improvement Project through their Project Selection Process under the Goods Movement Category. Harris County Office of the County Engineer (OCE) is submitting a request seeking a resolution to authorize the allocation of CMAQ Program funds by the HGAC for the design and implementation of safety improvements on East Richey Road. The project includes reconstructing 1.4 miles of roadway to improve street geometry, add turn lanes, and accommodate growing freight traffic from George Bush Intercontinental Airport. It includes Intelligent Transportation Systems (ITS) such as dynamic message signs, traffic cameras, and real-time monitoring to enhance traffic flow, safety, and operational efficiency. These improvements will strengthen connections to I-45, support regional goods movements, and promote economic development along a critical corridor. The grant award is for a total of $7,946,585, including federal funding of $6,357,268 and a local match of $1,589,317. The reconstruction of East Richey Road is essential to support the safe, efficient, and reliable movement of freight through Harris County’s critical transportation corridors. Strengthening connections to major freight hubs while improving roadway geometry, safety, and operational technology ensures infrastructure that is resilient, accessible, and capable of supporting regional growth and economic opportunity.

Expected Impact:

The project will enhance freight mobility and roadway safety along 1.4 miles of East Richey Road by improving street geometry, adding turn lanes, and incorporating ITS technologies such as dynamic message signs and traffic monitoring. These improvements will support efficient goods movement, reduce congestion, and strengthen intermodal connections between major freight hubs, including George Bush Intercontinental Airport, I-45, and the Port of Houston.

Alternative Options:

If the project does not receive federal funds, the proposed project may have to be constructed with local funds.
