Background and Discussion:

On January 31, 2023, the Commissioners Court approved the acceptance of a $25,091,359 grant from the Centers for Disease Control and Prevention (CDC) on behalf of Harris County Public Health to support and enhance our public health workforce, systems, and infrastructure. These funds have been earmarked to fund 30 key positions across HCPH, support workforce development needs and trainings, upgrade our electronic health records system, and invest in community-based organizations that support the social determinants of health, among other priorities. The CDC has granted Harris County Public Health an additional $1,993,405 for projects to further address foundational capabilities that will enhance our delivery of public health services. HCPH are asking the court’s permission to formally accept the award.

Expected Impact:

HCPH intends to use these additional funds to support the Capacity Strengthening Program (CSP). The CSP, which launched in 2024 with CDC Public Health Infrastructure Grant funds, is HCPH's investment in community-based organizations throughout Harris County that work to address nonmedical drivers of health. Through the program, cohorts of up to 10 organizations receive technical assistance, peer learning opportunities, workshops, and up to $100,000 in funding to improve their operational capacity, strengthening their ability to provide social services and programs that improve residents' health and well-being. CSP Cohort #2 is expected to launch in March 2026.

Alternative Options:

The court could opt not to accept the award, which would prevent HCPH from continuing to support community-based organizations through the CSP.
