Background and Discussion:

There have been several natural disasters that effected Harris County during the past years. An Emergency Response Plan is critical to develop Standard Operating Procedures (SOP) to streamline and improve efficiency in emergency response process. The proposed plan will develop SOPs, disaster response team structure, site plans at each Precinct 4 community center for food and water distribution and debris disposal sites and site plans.

Expected Impact: The Emergency Response Plan will enable County staff to be better prepared for the 2025 Hurricane season along with any other future natural disasters such as hard freezes, tornados, derechos, etc. This will make recovery efforts more efficient and improve resiliency.

Alternative Options: If consultant assistance is not available, County staff will have to develop the plan.
