Background and Discussion:
On April 23, 2024 Commissioners Court approved an agreement with the Alliance of Community Assistance Ministries (ACAM) for the Helping Hands program, a large-scale public safety-net benefits enrollment drive. Through the program, ACAM will serve as a grantmaking intermediary, making grants to local 501c3 organizations towards the goal of enrolling 1000 eligible residents in various public benefits.
ACAM is now seeking a cost-neutral amendment to the budget, addressing challenges with hiring. The amendment will provide better flexibility in supporting existing staff carrying out the work until the program manager role is filled.
Expected Impact:
The amendment will enable the timely implementation of the program, despite hiring challenges.
Alternative Options:
Commissioners Court could decline approval of the Helping Hands budget amendment, which would lead to implementation delays and future challenges with spenddown and achievement of key performance indicators.
