Project Description:

The Katy Youth Soccer Club operates under a new Concessionaire Agreement and has previously invested in improvements to the soccer fields at Katy Park. These contributions include installation of an irrigation system, enhanced field lighting, crowning and re-sodding of fields to improve drainage and playability, and other field enhancements. The organization serves approximately 2,500 to 3,000 youth soccer players annually, providing a valuable recreational outlet for children and families in the community.

Currently, the facility lacks an adequate perimeter fence along the northeast end of the soccer fields. This deficiency allows soccer balls to leave the field of play and potentially enter Morton Ranch Road, creating safety concerns and frequent interruptions to activities. The proposed project would add a new perimeter barrier fence to prevent soccer balls from crossing under, between, or over the existing cable fence and entering the roadway.

Completion of this project will significantly improve safety by reducing potential road hazards, minimizing disruptions during play, and ensuring equipment remains within the designated playing areas. Overall, the project will enhance both the safety and functionality of the soccer fields for participants and the surrounding community.

Justification & Alternatives:

The alternative to this project is to retain the existing cable fencing currently surrounding the perimeter of the soccer fields. However, the current fencing is insufficient to contain soccer balls within the field of play and does not provide an adequate safety barrier between the fields and the adjacent roadway. Continuing with the existing fencing would allow ongoing safety risks and operational disruptions to persist.
