Request by Public Health Services for approval to temporarily transfer funds from Charity Care Special Revenue - Fund 2117 in the amount of $37,863.47 to fund the cost of five grant positions pending receipt of the award for the ACCESS Harris FY24 (Congressional Directive Spending) program from the U.S. Department of Health and Human Services, and extend five (5) associated positions to September 29, 2025.

Background and Discussion:
SAMHSA issued a Notice of Award on Sept. 8, 2023, informing Harris County that we were granted the award. We are requesting the court’s approval for a temporary transfer of funds for the five positions created in the acceptance of the original award, pending receipt of additional award: two (2) Licensed Clinical Social Workers and three (3) Licensed Chemical Dependency Counselors. Through this grant, the ACCESS Program will be able to advance mental health care, and substance use disorder prevention, treatment, and recovery services to improve individual, community, and public health.
Expected Impact:
This project aims to increase access to comprehensive mental health support for ACCESS participants. ACCESS participants will receive direct care with peer support groups, individual and group counseling sessions, an evidence-based mental health platform, and access to specialized consulting based on their identified needs. This project aims to reduce risks associated with mental health and substance use. Goals for the project include: 1) increasing access to mental health services for all cohort participants, 2) increasing knowledge of mental health services offered in Harris County, and 3) increasing access to social and support services.
