Background and Discussion:

Each year the Texas Department of Housing and Community Affairs (TDHCA) releases the application for Emergency Solutions Grant (ESG) annual funding. As a requirement of the application, nonprofit organizations conducting emergency shelter activities must receive approval of their projects from the unit of general local government in which the emergency shelter activities are to be located. Approval is to be documented on the form Local Government Approval for Shelter Activities, which must be signed by the county judge (or mayor), or her official designee (such as city manager, assistant city manager, community development director or human services director). This year, five (5) organizations are requesting Harris County to approve their shelter activities to be able to receive TDHCA ESG funding. The five organizations request funding are Covenant House Texas; Houston Area Women's Center; Magnificat Houses, Inc.; The Salvation Army, a Georgia Corporation; and Wellsprings Village, Inc.

Expected Impact:

The approval of nonprofit organizations conducting ESG Shelter Activities will allow five (5) non-profit organizations to apply for and receive the current round of State ESG funding. No fiscal impact is anticipated.

Alternative Options:

There are no alternatives as the organizations are conducting shelter activities in the Harris County area and must receive certifications from the local jurisdiction.
