Background and Discussion:

On September 18, 2025, Harris County Commissioners Court approved Amendment Eighteen (18) to the

Interlocal Agreement between the Harris County Housing and Community Development Department

(formerly CSD) and the City of Baytown, Texas to provide local bus services for the City of Baytown. The local

bus service is funded through Federal Transit Administration (FTA) 5307 Urban Formula Grants administered

by the Community Services Department and local matching funds provided by the City of Baytown.

On July 9, 2026, the Baytown City Council approved Amendment Nineteen (19) to continue bus service and

provide passenger shelter trash removal for another three (3) months through September 30, 2026. The City of Baytown will provide $250,000 in local match funds for this service.

Expected Impact:

The City of Baytown and Harris County wish to extend their agreement for the provision of public transportation services. In consideration of Harris County continuing to provide transportation services through September 30, 2027, the City will provide funding to the County for the extension period.

Alternative Options:

If the County does not approve the service extension, it will not receive funding from the City, and City of Baytown residents will no longer have access to the transportation services currently provided under the agreement. In addition, the discontinuation of these services would create a gap in the regional transportation network, reducing connectivity and negatively affecting coordination among regional transit providers.
