Background and Discussion:

Harris County Universal Services (HCUS), in coordination with two Commissioner Precincts, conducted a 90-day telematics pilot program to evaluate the operational, safety, maintenance, and sustainability impacts of third-party telematics technology on County fleet assets. The pilot included 56 vehicles across a representative mix of sedans, pickups, SUVs, vans, buses, and heavy-duty vehicles and concluded in January 2026.

The pilot demonstrated measurable improvements in several key areas, including enhanced driver safety outcomes, increased preventative maintenance compliance, improved fleet reliability, reduced idling emissions, and increased visibility into vehicle utilization and performance. The pilot also validated the feasibility of integrating telematics data into existing fleet maintenance systems and operational workflows.

Based on these findings, HCUS is bringing forward this item to brief Commissioners Court on the results of the telematics pilot and to request Court support regarding potential next steps. This includes consideration of a phased telematics implementation approach informed by the pilot results and alignment with the County’s future fleet strategy.

Expected Impact:

If pursued, a phased telematics implementation informed by pilot results is anticipated to support improved fleet safety, reliability, preventative maintenance planning, emissions reduction, and data-driven decision-making. Long-term impacts and cost benefits would be evaluated and reported as part of any future implementation phase.
