Background and Discussion:
The Upper Langham Creek Frontier Program provides regional detention benefit for new development within the program service area. As part of the drainage analysis for the last phase of development within the Lang-ham program, it was discovered that improvements to Cypress Creek are required to mitigate impacts from developments within Harris County Water Control and Improvement District No. 158 (HC WCID 158), north of the Langham Program, along Cypress Creek. An agreement is required with HC WCID 158 to specify the terms and conditions of analysis, design, and construction of improvements to Cypress Creek to resolve increases to flood risk downstream of the development and to ensure compliance with Commissioners Court adopted overflow drainage study requirements for areas within the Cypress Creek overflow.
Expected Impact:
Provide improvements on Cypress Creek to resolve increases to flood risk from developments within HC WCID 158. Comply with court-approved guidelines for analysis of development within Cypress Creek Overflow area.
