Request by Domestic Relations for approval to accept from the Office of the Attorney General (OAG) of Texas funding in the amount of $77,574, with a discretionary match of $491,690, for the FY 2022-26 State Case Registry Program.

Background and Discussion:

The renewal of the contract for State Case Registry and Local Customer Service between the Office of the Attorney General of the State of Texas and the County would continue providing comprehensive, effective, and efficient child support services.  The DRO has provided this service for five years.  The contract is retroactive to September 1, 2021.

Expected Impact:

Under this agreement, the DRO creates accounts for new Harris County child support orders at the Texas State Disbursement Unit and provides expanded customer service on child support cases.  Federal legislation allows the OAG to pass along federal dollars at 66% reimbursement to counties for services provided.

Alternative Options:

The DRO provides child support services in Harris County and state case registry and customer service is one aspect of the Integrated Child Support System.  The alternative is to refuse the federal funding but provide the service with no reimbursement or to refuse this funding and no longer create child support accounts for Harris County constituents.  If that happened, child support received will not be delivered to the recipient from the State Case Registry and may be returned.  This scenario would create complaint driven inquiries results in an opening of the account by the OAG.  Such a decision would lead to inconsistent and unreliable support of Harris County children.  This partnership and contract have existed for over 5 years.
