Request Summary (Agenda Caption):
title
Request for approval of an award on the basis of low bid to Environmental Allies, LLC in the amount of $992,966 for rehabilitation of channels within Addicks Reservoir for the Flood Control District, and for the County Clerk to execute any applicable bonds to be received (250303), MWBE Contracted Goal: 24.88%.
end
Background and Discussion:
The Addicks Reservoir located in Precinct 4 receives stormwater flow from multiple channels. Over time these channels have received significant silt buildup and, in some cases, erosion of the channel slopes. In order to assure that flows from the surrounding neighborhoods can enter the reservoir, this project will rehabilitate 3 channels, U100-00-00, U202-00-00 and U107-00-00. Work will involve silt removal, bank stabilization and rip rap erosion protection. This infrastructure maintenance work will be executed as a result of the passage of the “Maintenance Matters” Proposition in November 2024.
Expected Impact:
The intent of this contract is to restore stormwater flows into the reservoir at or near to the original design capacity. This will benefit the neighborhoods upstream of the reservoir as stormwater is able to flow downstream and thereby reducing the potential for the neighborhood flooding.
Alternative Options:
There is no alternative except not to perform the maintenance. This would result in greater potential for flooding upstream of the reservoir.
County Strategic Plan Goal: 2. Connect our community with safe, reliable, equitably distributed, and well-maintained infrastructure.
