Project Description:

The 1910 Harris County Courthouse has been experiencing slab-on-grade movement.  Resulting movement has caused slab cracking and heaving in the southeast section of the bottom floor.  The slab cracks do not affect the structural integrity of the building; however, the existing heaved slab and cracks would be considered a walking safety hazard.   A geotechnical evaluation has been performed and determined that the soil contains expansive soil.  It also determined that original 1910 construction likely did not consist of select fill but rather uncompacted soil and brick fragments leading to high permeability causing the existing expansive soil to swell.  Replacing the defective soil with select fill would limit future slab movement.  This project may be eligible, if funds are available, to receive grant funds from the Texas Historical Commission (THC) as part of their Historic Courthouse Preservation Program.  Grant requirement is 50% match by Harris County up to $4M with reimbursement upon completion of construction.  Previous expenditures for this project total $148,590 for structural assessment, geotechnical evaluation, and the development of construction drawings and were paid for out of the separate ADA Life Safety & Code Compliance project.

Project Scope:

Remove approximately 2800 sf of slab in affected areas in the southeast section of the ground floor.  Remove approximately two feet of the existing soil/fill and enhance with select fill, compacted.  Replace slab-on-grade, enhance millwork and finishes.

Justification:

The movement of the existing slab has created cracks and sections of visible heave in areas on the bottom floor of the courthouse.  Left untreated, the cracks and heaving can potentially get worse.  The existing heaved slab and cracks would be considered a walking safety hazard.

Alternatives and Engagement:

An alternative would not repairing the slab and monitoring the slab to see if it will get worse.  This could potentially lead to increased slab deterioration and increased associated repair costs or a tripping safety issue.
