Background and Discussion:

Harris County Engineering Department provides project management support to infrastructure projects in the

ARPA portfolio. The ARPA Steering Committee has recommended the use of Local Fiscal Recovery Funds for

investment in community engaged design projects with the purpose of decreasing crime. Projects would

include investment in sidewalks, streetlights, green spaces, public art, and security equipment in areas with

high crime rates.

In support of this effort, the ARPA Steering Committee has authorized the use of ARPA funding for Engineering Department resources supporting the planning, management, and execution of these projects. The ARPA Steering Committee has approved the additional funding.  Investments will be made in neighborhoods already identified for Clean Streets, Safe Neighborhoods projects. These neighborhoods and associated projects include:

•                     Alief - Linear Forest

•                     Barrett - Streetlights and Engineering Master Plan

•                     Cloverleaf - Sidewalks, Streetlights, and Pedestrian Lights

•                     Cypress Station - Sidewalks and Streetlights

•                     East Aldine - Sidewalks, Streetlights, and Pedestrian Lights

•                     Gulfton - Shade Structures, Pedestrian Lights, Art, and Sidewalks

•                     Highlands - Streetlights and Engineering Master Plan

•                     Northshore - Pedestrian Lights (pending Commissioners Court Approval)

•                     Sharpstown - Shade Structures, Pedestrian Lights, Art, and Sidewalks

•                     South Houston - Shared Use Path, Landscaping, and Pedestrian Lights (pending Commissioners Court Approval)

•                     Sunnyside - SPARK Park, Streetlights, and Landscaping

Expected Impact:

The approval of this transfer of funds would enable the assignment of Engineering resources to manage and

execute ARPA Clean Streets, Safe Neighborhoods projects and would allow for enhanced coordination and communication between the Engineering Department, Office of County Administration, and Harris County Public Health.

Alternative Options:

This allocation of funds is necessary to execute ARPA Clean Streets, Safe Neighborhoods projects. Without these funds, the projects would

need to be put on hold.
