Background and Discussion:

Burnett Bayland Park is in Harris County Precinct 4, on the west side of Houston, within Beltway 8 loop. The park sits at the intersection of Gulfton Street and Chimney Rock Road, bounded by Gulfton Street to the north, Chimney Rock Road to the east, Alder Drive to the west, and an extended park area to the south.  Covering approximately 40 acres, Burnett Bayland Park serves as a signature destination for Precinct 4 and will feature a new community center, event lawn, playground, multi-purpose courts, soccer fields, and additional amenities. The Phase 1A.1 Landscape Package includes the construction of a community garden, boardwalk, pedestrian bridges, soccer fields and pitches, and shaded structures.

The change involves adjusting existing bid item quantities and adding new items to the contract, increasing the current contract value by $1,785,741.01 and 90 days to ensure the project is completed as originally intended.

The change in contract includes the following:

PCO #2 Pier Drilling (RFI #17): Cost: $9,890.25, Time: Zero Days.  Additional activities were required due to differing site conditions, as the contractor encountered sandstone that was not identified in the geotechnical report.

New Line item # 134 Additional Piers Drilling:     1 LS x $9890.25 = $9890.25

PCO #3 TD3 Planter boxes at Boardwalk (RFI #21): Cost: $43,447.75, Time: Zero Days.  Planter boxes help capture, slow runoff, and improve drainage.

New Items #136 Concrete Planter Box:       3 EA x $14482.58333 = $43,447.75

PCO #4 Anti-Graffiti Coating - RFI#002, Cost:  $16,699.60, Time: Zero Days.  The Precinct has requested a cost to provide anti-graffiti all concrete vertical walls, to include concrete seats, integrated benches at steps, wall at skate part and steps, pedestrian foundations and approaches.  Anti-graffiti coating is a preventive measure that protects high-visibility, high-use concrete elements, keeps them looking good, and saves money over the life of the project.

New Line Item #137 Pressure wash surface and apply Coating: $1.44 x 5,485.83 SY = $7,899.60

New Line Item #138 1k Siloxane: $1.60 X 5,500 SY = $8,800.00

PCO #5 Soccer mini pitches (RFI #6): Cost: $16,820.00, Time: Zero Days

Item #88 H.15 soccer mini pitches.  The Precinct approved a change order in the amount of $16,820.00 to account for the price increase due to fluctuations in the euro.

Quantity Adjustment

Current price: $171,785.42 x 2 EA = $343,570.84

New Price:       $180,195.42 x 2 EA = $360,390.84

Price Change:  $16,820.00

PCO #6 - Structure Pavement and Utility Adjustments - (RFI #26): Cost: $20,205.50, Time: Zero Days

Quantity adjustments were made to minimize the increase in cost.

Increase Item #31: 12" NDS Catch Basin:                                                               $476.35 x 3 EA = $1,429.05

Increase Item #35: SDR 35 Drainpipe 6":                                                               $33.71 x 516 LF = $17,394.36

Increase Item #115: F.7 Drinking Fountain:                                                               $6,783.93 X 1 EA = $6,783.93

PCO #8 - Schedules/Delays (RFI#022) Cost: $0, Time: 45 Days.  The Precinct approves 45 additional days to offset schedule impacts caused by the extended time required to complete the design plans.  This change in contract involves adjusting existing bid item quantities and adding a new item to the contract, with additional 90 days to the current contract schedule.

PCO #9 Community Garden Shade Structures (RFI #16): Cost: $1,703,557.68, Time: 45 Days.  At the time of bidding, no final design was available.  The design was completed subsequently, and the final cost is higher than the estimated budget.  Additional days are needed to accommodate the final changes.
