Background and Discussion:

Request by the County Library for approval to allocate the Houston Endowment, Inc. grant funding to create 10 full-time positions with eight (8) dedicated to Citizenship Specialists and an additional two (2) Citizenship Project Coordinators who will provide curriculum support, outreach, and project coordination.

Expected Impact:

Houston Endowment’s priority in partnership with HCPL is supporting work that enables effective civic integration of immigrants in Greater Houston. With the funding of this project with HCPL, the grant allows for the expanded services of eight (8) dedicated Citizenship Specialists and an additional two (2) Citizenship Project Coordinators to support work that enables effective civic integration of immigrants in Greater Houston.

This model allows for expanding the amount of citizenship classes serving additional immigrants every year. The project will include coordinating free legal services and ESL classes or combination of both depending on need. HCPL currently provides approximately 500 citizenship classes per year so adding an additional 100 classes would expand the reach of our program by 20 percent.
