Background and Discussion:

Harris County applied for FY26 Safe Streets and Roads for All (SS4A) implementation grant funding to implement high-impact safety improvements at and around 30 school project sites across its four precincts. The proposed project will design and construct roadway safety improvements including sidewalks, uncontrolled crossings, remove multilane conflicts, and provide ADA access. The project deploys effective, cost-efficient countermeasures to reduce conflict points and exposure for children and families walking or biking to school.  The project advances the Harris County Vision Zero Action Plan (2022), which aims to eliminate traffic fatalities and serious injuries by 2030. Selected schools fall within the County’s High Injury Network and areas with high concentrations of vulnerable road users and limited multimodal infrastructure.

Expected Impact:

Implementing safety countermeasures is expected to significantly reduce the likelihood and severity of pedestrian and cyclist crashes. The proposed project advances access to safe mobility and establishes more reliable walking and bicycling routes for students. The approach accelerates delivery, lowers unit costs, and maximizes safety benefits. It builds a scalable, high-impact investment that directly advances SS4A’s goal of eliminating roadway fatalities and serious injuries.

Alternative Options:

If Harris County does not submit this DOT Safe Streets and Roads for All Implementation Grant

application, the total proposed project cost of $22,366,022 would have to be either funded locally or

with other grant funding programs.
