title

Request for approval of an amendment to the interlocal agreement with Harris County for technical assistance, staff augmentation, and various services from the Housing & Community Development Department to assist with Community Development Block Grant-Disaster Recovery and Community Development Block Grant-Mitigation grants awarded to the Flood Control District (Agreement 2023-42, Countywide).

Background and Discussion:

The Flood Control District has been awarded grants for Community Development Block Grants - Disaster Recovery and Mitigation. The Housing & Community Development Department has experience executing CDBG grants and therefore the Flood Control District would like to have the available resources as needed to assist with the grants.

This amendment to the inter-local agreement maintains the framework for funding resources through the CDBG grants and managing an ongoing, collaborative working relationship.  This agreement will be amended each year based on anticipated needs.

Based on current availability of funding, no additional funding needs to be appropriated in FY2025.

Expected Impact:

The Flood Control District will have access to additional resources as needed to manage the grants.

Alternative Options:

The Flood Control District would need to hire additional staff that potentially would not have experience with CDBG grants.
