Background and Discussion:

During the freeze event in February 2021 the non-native eucalyptus trees did not survive. On August 23,

2022, Commissioner’s Court approved an agreement with Asakura Robinson Company, LLC to design

landscaping that would replace the non-native trees with native species to improve sustainability and

aesthetics. This construction contract will provide more resilient landscaping and storm water quality

compliance for Hardy Toll Road at the George Bush Intercontinental Airport Houston (IAH) Connector.

On January 27, 2025, Commissioner’s Court approved to advertise for bid proposals. On March 27, 2025, Commissioners Court approved to reject bids and readvertise for bid proposals. On April 28, two bids were received and evaluated. On basis of low bid, award is recommended to TWL Construction in the amount of $2,368,681.70.

Expected Impact:

This project will provide more resilient landscaping and storm water quality compliance to

improve the Hardy Toll Road at the IAH Connector naturally and aesthetically.
