Project Description:
Harris County purchased a two-story building and parking spaces to permanently consolidate 3 HarrisHealth facilities into one large medical clinic on the first floor and provide a second-floor unit for another Harris County agency.
On August 7, 2025, Commissioners Court approved an interlocal agreement (ILA) with HarrisHealth, outlining responsibilities for renovation, operation, and funding. The proposed renovation project includes building out a clinic on the first floor, warm shell interiors on the second floor, MEP infrastructure including generator facilities, and landscaping.
Renovation costs are estimated at $65 million with the County contributing at most $85 million. As outlined in this agreement, Harris County will provide the capital funding for the renovations with HarrisHealth to reimburse the County for its share of expenses related to the clinic and pro rata share of general building upgrades/renovations. It is estimated that approximately two-thirds of the total capital costs outlined in this memo and the ILA will be reimbursed by HarrisHealth.
