Background and Discussion:

The Port Infrastructure Development Program is a competitive grant initiative managed by the USDOT’s Maritime Administration. The program allocates funds to projects aimed at enhancing the safety, efficiency, or reliability of goods movement within ports. These grants aid port authorities and industry stakeholders in upgrading port infrastructure to accommodate the nation's freight transportation needs and prepare for anticipated increases in freight volumes.

The PIDP supports planning and capital projects for ports in both urban and rural areas, with a designated portion reserved for small ports. This allocation enables smaller ports to enhance their capacity for reliable and efficient freight movement, thereby bolstering local and regional economies.

Under this program, Harris County will submit a grant application for the Market Street Reconstruction Project by the May 10, 2024 deadline. The proposed project cost totals $10 million, with a federal request of $8 million. Harris County Precinct 2 has committed the required local match of $2 million. Upon award, Harris County will receive reimbursement from the USDOT as the project progresses.  Match funding may come from various funding sources which will be finalized once the grant is awarded, and after funding has been reviewed and approved by Precinct 2 and the budget department.

Expected Impact:

The submission of this project application will allow Harris County to address accessibility, connectivity, economic competitiveness, safety, efficiency, or reliability of goods movement within ports.

Alternative Options:

To not apply for the FY-2024 Port Infrastructure Development Program (PIDP) Grant and pursue the prosed project with local funding.
