title

Background and Discussion:

META Planning & Design is developing the Cedar Pointe subdivision in the Crosby area and is requesting the following Major Thoroughfare amendments to the Interim-MTFP as part of the development:

•                     Euell Road from Bohemian Hall Road to Crosby Freeway - Reclassify to a Minor Collector

•                     Lindstrom Road from Runneburg Road. to Euell Road - Remove from MTFP

Cedar Pointe subdivision is in the unincorporated portion of the county near Crosby and is not in the City of Houston’s Extra-territorial Jurisdiction (ETJ). Any amendments to the MTFP are subject to the County’s review and approval.  As part of the amendment process, adjacent property owners were notified of the proposed amendment, open house, and public hearing to provide comments. An open house meeting was held to share information on October 2, 2025. Public hearing is being held on October 16, 2025. Commissioners Court action is anticipated on October 30, 2025. The Texas Department of Transportation (TxDOT) has final review and approval of the county’s MTFP.

Expected Impact:

The platting process is underway for the future sections of the Cedar Pointe development and requires approval on these thoroughfare amendments.  A public hearing date will allow potential affected property owners to be notified of the proposed amendment and provide any comments.

The Office of the County Engineer has established a process for addressing MTFP amendments in the unincorporated, non-ETJ portion of the county with the approval of the MTFP Amendment process on August 26, 2025.  This MTFP amendment procedure establishes a transparent and equitable process.

Alternative Options:

If a public hearing is not held, the property owners adjacent to the proposed MTFP amendments will not have an opportunity to address the Court, which could also jeopardize the approval of the proposed amendment in TxDOT review.
