Background and Discussion:

On August 15, 2024, Commissioners Court approved an amendment to the Public Improvement Contingency (PIC) Fund Use Policy to allow for upfront allocations for Commissioner Precinct use in the case of a countywide emergency. The amended policy applies to FEMA reimbursable costs incurred for any disaster declaration beginning with the Derecho event in May 2024.

To date, Commissioner Precincts have been reimbursed $3,647,377 from the PIC Fund for expenses related to the Derecho event and Hurricane Beryl. These expenses have been reviewed by Risk Management in coordination with Tetra Tech to validate expected eligibility for reimbursement under FEMA’s Public Assistance program or other sources.

Risk Management will continue to work with Tetra Tech and the Commissioner Precincts to identify additional expenses likely reimbursable by FEMA and will submit supplemental requests to reimburse the Commissioner Precincts accordingly.

Expected Impact:

The PIC Fund Use Policy allows for more efficient use of the General Fund by not tying up funds pending reimbursement by FEMA and other sources.
