title

Request by the County Judge for approval to submit an application to the Office of the Governor/Criminal Justice Division for grant funds in the amount of $210,000.00, with a required match of $52,500.00, for the FY 2026 State and Local Cybersecurity Grant Program (SLCGP).

Background and Discussion:

This grant is funded by the U.S. Department of Homeland Security/Cybersecurity Infrastructure Security Agency via the Office of the Governor, Criminal Justice Division and includes a suite of risk-based grants to assist state, local, and tribal (SLT) governments with preparedness efforts defending against cybersecurity threats.

SLCGP provides grantees with resources required for implementing more advanced best practices to assist with the development and revision of SLT cyber planning efforts to help stakeholders understand the severity of unique cyber threats and cultivate partnerships to reduce systemic risks across the SLT enterprise.

This is the first cybersecurity grant program specifically for SLT governments across the country to establish a common set of fundamental cybersecurity practices for critical infrastructure aimed to ensure a strong cybersecurity risk posture.

Expected Impact:

If accepted, the County will utilize $210,000.00 of State and Local Cybersecurity Grant Program applications for the Harris County Universal Services department to impact the County's ability to detect, prevent, mitigate, respond, and recover from cybersecurity threats. This amount includes $10,000.00 in management and administrative costs for the County Judge’s Office.

Alternative Options:

Without this funding, the County would need to find alternate funding, possibly utilize general funds, to maintain a robust Homeland Security Program for cybersecurity.
