Background and Discussion:
This project is part of the call for projects applications in 2023. The project will include the design and reconstruction of a 1.3-mile road, including intersection (upgrading signalization Wilcrest, Walnut), storm water drainage (RCP to RCB) and pedestrian improvements as well as a continuous bike lane in each direction. In addition, Metro bus stops will be added as determined by Metro. Tree plantings will additionally be added to help with urban heat island effect. The total cost of the project is $26,883,785.00. Harris County has committed to fund $8,798,276.00 of the construction cost in two installment payments between 2025 and 2026. Harris County is responsible for funding only.
Expected Impact:
This project seeks to reduce flooding and strengthen resiliency in Harris County by assisting in the alleviation of structural flood damage to homes in the Westchase District.
Alternative Options:
Alternative options include choosing not to enter a Interlocal Agreement with Westchase District for design and construction of 1.3-mile road reconstruction, thereby requiring Harris County to remove encroachments prior to or during construction.
