Background and Discussion:
Harris County Commissioners Court previously approved the Annual Action Plans (AAP). The Annual Action Plans, which are a consolidation of the Community Development Block Grants (CDBG), HOME Investment Partnerships (HOME), Emergency Solutions Grants (ESG), Neighborhood Stabilization Program (NSP) I and III, and Community Development Block Grant - Disaster Recovery (CDBG-DR) funds, were also subsequently approved by the U. S. Department of Housing and Urban Development (HUD). The following CDBG Funded projects are being amended:
2018 - 2020 HOME and 2021-2023 HOME CHDO Funding:
• Project 2018-040 Tejano Center for Community Concerns, Inc. - Sunrise Lofts (Formerly Sunrise Orchard Apts.) (Precinct 1).
o Fund swapping Program years 2018 -2020 HOME General Funds to Program Years 2021- 2023 CHDO Funds:
§ Deobligate $860,571.60 in 2018 HOME General, Deobligate $1,314,378.06 in 2019 HOME General, Deobligate $15,515.50 in 2020 HOME General, Obligate $578,469.04 in 2021 HOME CHDO, Obligate $788,148.30 in 2022 HOME CHDO, and Obligate $823,847.82 in 2023 HOME CHDO. Total project HOME General and CHDO funding, including previously awarded amounts, will be $4,427,477.72.
Other Items:
Program Income: The actual 2023 HOME program income collected for the period 10/30/2023-02/01/2024 is $70,986.60 (Program: $64,048.81/Administration $6,937.79).
Expected Impact:
Approval of this item allows Harris County Housing and Community Development Department to swap prior year HOME General Funds for Prior year HOME CHDO Funds for timely project expending.
