Project Description:

This project involves the renovation of three restroom blocks at Katy Park, located at 24927 Morton Rd, Katy, TX 77493. The facilities serve both the baseball and soccer fields and currently consist of outdated plumbing and bathroom fixtures in need of significant upgrades to meet modern standards of comfort, cleanliness, and accessibility.

The scope of work includes full renovation of the plumbing systems in all three restroom blocks (two located near the baseball fields and one near the soccer fields), along with the installation of upgraded interior finishes, new LED lighting, and improved bathroom amenities. All men’s and women’s restrooms will receive new porcelain toilet units, urinals, and sinks to enhance durability, hygiene, and appearance. Interior improvements may also include refinished walls, flooring, stall partitions, and enhanced ventilation to ensure long-term functionality and user comfort.

These renovations aim to improve the overall experience for park visitors, reduce maintenance needs, and bring the facilities in line with current health, safety, and accessibility standards. The upgraded restrooms will better serve the high volume of users who frequent the park for sporting events, practices, and recreational activities.

Justification & Alternatives:

Katy Park has experienced a significant surge in usage due to rapid residential growth in the surrounding area, including developments such as Sunterra, Ventura Lakes, and Morton Creek. In response to this growth, Precinct 4 Infrastructure has proactively invested in improving nearby roads and intersections. However, the park’s internal facilities, particularly the restrooms, have not kept pace with the increased demand.

The current restroom facilities are outdated, with aging plumbing systems and worn fixtures that require frequent and costly maintenance just to remain operational. These stopgap repairs are no longer sustainable. With record numbers of families, athletes, and youth sports teams relying on Katy Park, there is an urgent need for modern, reliable restroom facilities that meet the expectations of today’s users and support safe, sanitary, and efficient park operations.

This renovation is not simply about improving aesthetics; it is a necessary investment to ensure Katy Park continues to serve as a safe, welcoming, and fully functional public space for a growing and active community.
